population for the closest occurring U.S. census or census estimate (as reported by the US Census Bureau).
According to the U.S. Census Bureau, the population of the U.S. on April 1, 1990 was 248,709,873, the population of the U.S. on April 1, 2000 was 281,421,906, and the population of the U.S. on April 1, 2010 was 308,745,538. The U.S. Census Bureau estimates for the 1990's were retrieved in November, 2009. The U.S. Census Bureau estimates for 2000-2009 were retrieved on November 24, 2010. The percentage of the population in the Population Covered column includes persons covered for both the full year and also for just part of the year as some agencies do not report hate crime information for every quarter of the year. Thus, the Percent of the U.S. Population Covered are liberal (or maximum) estimates.
•No agencies in Hawaii, including higher educational institutions, have ever participated in reporting hate incidents/crimes to the FBI during these years.
